New York assisted living facilities (ALFs) are in trouble. There are two types of assisted living programs in the state of New York: the licensed assisted living residence, which caters mainly to privately funded clients, and the Assisted Living Program (ALP), which caters to Medicaid-supported clients.  The problem lies with the two-tiered system that has been created by the state of New York: one system caters to the rich, while the other caters to the poor.  In many cases, there is a glaring discrepancy in the types of amenities and quality of care that can be expected at facilities that cater to the rich versus the poor.
